During the “Twelfth Five-Year Plan” period, the Bureau will build a new 500 kV substation, realize 500 kV Kaili, Fuquan and Dushan to become networked; build eight new 220 kV transformer substations and achieve 220 kV grid coverage in all counties. Newly built 40 110-kilovolt transformer substations, each county has 2 or more 110-kilovolt substations, and the county-wide loop rate reaches 100%; each key township has more than one 110-kilovolt substation. The average annual power outage of urban customers at the end of the “Twelfth Five-year Plan” period does not exceed five hours.
