4.1 Certification application
4.1.1 Division of application units The wire and cable product certification unit shall be divided according to different purposes or different structures. Products manufactured by the same manufacturer, the same product model, and different production sites should be used as different application units, but the same products produced at different production sites should only be tested once.

4.1.2 Documents to be submitted at the time of application The application for certification should be submitted to the official application with the following documents:

4.2 type test
4.2.1 Sample delivery of type test
4.2.1.1 Principle of sample delivery When applying for certification for the same application unit of a series of products, a representative model should be selected from it? and the sample to be sampled should cover the safety requirements of the series.

4.3 Initial Factory Review
4.3.1 Review Content The content of the factory review is the factory quality assurance capability and product consistency check.
4.3.1.1 Factory Quality Assurance Capability Review The certification body shall send the examiner to conduct a review of the factory's quality assurance capability in accordance with the “Factory Quality Assurance Ability Requirements†and the supplementary review requirements formulated by the CNCA. At the same time, it should also be checked in accordance with the "Quality Control Testing Requirements for Wire and Cable Products".
4.3.1.2 Product consistency check When the factory is inspected, the consistency of the product model to be certified shall be checked at the production site. If the certification involves multiple types of products, the consistency check shall be based on at least one specification model for each certification unit, with emphasis on the following:
1) The certificate of the certified product and the product name, specification and model indicated on the package shall be consistent with those indicated on the type test report;
2) The structure of the certified product shall be consistent with the sample or standard provisions of the type test;
3) The type and specification of the raw materials used in the product shall be consistent with those specified in the type test or as specified in the product standard.
The factory review should cover all processing locations where the certified product is applied.
On-site witness testing can be performed on safety performance during factory inspections.
4.3.2 Examination time In general, after the type test is passed, the initial factory inspection is carried out. Type testing and factory inspection can also be carried out simultaneously according to needs.
The factory inspection time is determined according to the number of units of the certified products applied, and the production scale of the factory is appropriately considered, which is generally 1 to 4 person days.
4.4 Evaluation and approval of certification results
4.4.1 Evaluation and Approval of Certification Results The certification body is responsible for organizing comprehensive evaluation of the type test and factory inspection results. After the evaluation is qualified, the certification body issues certification certificates to the applicants. Each application unit issues a certification certificate. The use of the certificate shall comply with the requirements of the Compulsory Product Certification Management Regulations.
4.4.2 Certification time limit The time limit for certification refers to the actual working days from the date of acceptance of the certification to the issuance of the certification certificate, including the type test time, the time for submitting the report after the factory inspection, the evaluation and approval time of the certification conclusion, and the certificate. production time.
The type test time is generally 30 working days (the time for the company to carry out rectification and retest is not counted due to the unqualified test items).
The time for submitting the report after the factory inspection is generally 5 working days, and the auditor completes the on-site review and calculates from the date of receiving the report of the unqualified corrective measures submitted by the manufacturer.
The assessment of certification conclusions, approval time, and certificate production time generally do not exceed 5 working days.
4.5 Supervision after certification
4.5.1 Frequency of supervision Under normal circumstances, the first supervision and inspection shall be carried out in the 7th month from the date of certification, and every 12 months thereafter.
The frequency of supervision can be increased if:
1 The certified product has serious quality problems or the user has filed a serious complaint and verified that it is the responsibility of the licensee;
2 that the certification body has sufficient reason to challenge the conformity of the certified product with the safety standard requirements;
3 There is sufficient information to indicate that the manufacturer and manufacturer may change the organization, production conditions, quality management system, etc., which may affect product consistency.
4.5.2 The supervision content is supervised after the certificate is obtained by the review of the quality assurance capability of the factory product + the consistency check of the certified product, and the sample is sent to the inspection agency for inspection, see 4.5.3.
The factory is supervised and reviewed by the certification body according to the requirements of the factory quality assurance capability. Articles 3, 4, 5, and 9 of the “Quality Assurance Requirements of the Factory†are mandatory items for each supervision review. 4.5.3 Sampling after the test The samples to be sampled shall be in the qualified products produced by the factory, including the production line, warehouse, market random sampling, specific sampling methods and requirements shall be implemented in accordance with the relevant provisions of the certification body.
The inspection of the sample taken is completed by the inspection agency designated by the certification body within 20 working days.
The test items specified in the standards used in the certification type test can be used as supervision and inspection items. The certification body can test some or all of the items according to the different conditions of different products and their influence on the safety performance of the products.
4.5.4 Results Evaluation After the supervisory review is passed, the certification qualification and the use of the certification mark can be continued. Corrective actions shall be completed within 3 months of the non-conformities found during the supervisory review. If the certificate is overdue, the certificate will be revoked, the certification mark will be discontinued, and the certificate will be announced.
5. Certificate
5.1 Maintenance of the certificate
5.1.1 Validity of the certificate The certificate of the product covered by this rule does not specify a deadline. The validity of the certificate depends on the regular supervision of the certification body.
5.1.2 Changes to certified products
5.1.2.1 Changed application The product after certification shall be submitted to the certification body if the specifications, model, manufacturer or design or structure involved in the safety of the product are changed.
5.1.2.2 Change evaluation and approval The certification body shall conduct an evaluation based on the content of the change and the information provided to determine whether it is possible to change or send samples for testing. If a sample test is required, the test can be carried out after the test is passed.
5.2 Certificate Coverage Product Extension
5.2.1 If the holder of the extended program certification certificate needs to increase the product certification scope within the same certification unit as the certified product, the certificate should be processed from the certification application. The certification body should check the consistency between the extended product and the original certified product. Confirm the validity of the original certification result for the extended product, make supplementary inspection or inspection for the difference, and issue the certification certificate or the renewal certificate according to the requirements of the certificate holder.
5.2.2 Sample Requirements The certificate holder shall send samples to the certification body for verification according to the requirements of 4.2 of this Code. When the samples are to be inspected during verification, the test items shall be determined by the certification body.
5.3 The suspension, cancellation and cancellation of the certificate shall be carried out in accordance with the requirements of the “Management Regulations for Compulsory Product Certificationâ€.
