The preparation of special planning for outdoor advertising and the establishment of technical specifications were originally undertaken by the planning department. According to the existing management methods, street-facing glass shall not be provided with outdoor advertising and signboards. In the future, it will no longer be “one size fits all”. Commercial buildings or commercial-residential buildings in the optimized area specified in the special plan for outdoor advertising may use outdoor glass to set up outdoor advertisements and signboards, but they must not affect the ventilation and lighting functions of the building. The buildings in the banned area and the strictly controlled area shall not use the street glass to set up outdoor advertisements and signboards.

Currently, there are many LED outdoor electronic displays in the city. Due to the large brightness, they become a major source of light pollution, affecting the rest of the surrounding residents and even affecting road safety. In response, the Opinions stipulate that outdoor advertisements and signboards set in the form of LED outdoor electronic display screens are prohibited from being opened every day from 22:30 to 7:30 the next day. At the same time, the upper edge of the screen should not exceed 35 meters from the ground, and it is prohibited to set the direction toward the road.

The wet and humid climate in Guangzhou is prone to rust in outdoor advertising facilities and poses a potential safety hazard in the typhoon season. To this end, the Opinions stipulates that the settlor and the responsible person should regularly conduct safety inspections and inspections of outdoor advertising and signboard facilities. The existence of a safety hazard should be immediately repaired or dismantled. In case of abnormal weather conditions such as typhoon and heavy rain, appropriate safety precautions should be taken.

The Opinions also stipulates in particular that, if the installation period expires two years, the settler shall conduct safety inspections before June 1st of each year and provide the examination and approval authority with a safety inspection report issued by a qualified inspection agency. If the test fails, it shall immediately Renovation or demolition.

Violations of the above provisions have potential safety hazards. After being ordered to refurbish within a time limit or to dismantle the ones that have not been implemented within the prescribed time limit, or fail to carry out safety tests, and no test report has been provided, the urban management organs shall be forced to dismantle and impose a fine of 20,000 yuan up to 30,000 yuan. .
