Tender conditions
The design and construction project of the Tashan Flood Drainage Rehabilitation Project in Leping City was approved by the No. 25 Document of the Sixth Session of the Yuefu Period. The tenderer was the Tashan Sub-district office in Leping City, and the construction fund was financed. The project has already met the conditions for bidding. The project is now undergoing open tendering for the general contract for design and construction.
2. Project overview and scope of tender
2.1 Project Name: Design, construction and general contracting of Tashan Flood Drainage Renovation Project in Leping City.
2.2 Bidding Unit: Tashan Street Office, Leping City.
2.3 Construction site: Tashan Industrial Park, Leping City.
2.4 Project Scale: This project is a new construction of the canal transformation and the road branch road.
The canal renovation project: It is generally east-west direction and passes through the Tashan Industrial Park Administrative Committee, Shenjialing, Xinwan Village, Lijia Village, and Le'an River drainage station along the way. The length of the canal is 3.7 kilometers.
Avenue Branch Project: It is an overall east-west direction. It passes through the Administrative Committee of Tashan Industrial Park, Shenjialing, Xinwan Village and Lijia Village along the way. The starting point of the road (K0+000) is Tashan Country Road, and the end point (K1+963.725) is G206. National Road convergence. The section of the road has a width of 6.0 meters and a total length of 1,963.73 meters. The road is an urban road in the regional section and the design speed is 20 kilometers per hour.
2.5 Project Investment: 20 million yuan.
2.6 tender content:
2.6.1 Design content: Design, preliminary design, construction drawing design and follow-up technical services of road drainage engineering, road engineering, pipeline engineering, lighting engineering, etc. within the project scope;
2.6.2 Construction Content: The construction, completion acceptance and warranty of the drainage engineering, road engineering, pipeline engineering, lighting engineering, etc. within the construction drawings within the warranty period;
2.6.3 Others: Surveys include geological surveys and follow-up services within the scope of this project. After obtaining the consent of the tenderee, the general contracting unit may, in accordance with relevant laws and regulations of the State and Jiangxi Province, conduct legal professional subcontracting and labor subcontracting on the part of the survey, professional design or construction without corresponding professional qualifications. All fees are paid by the winning bidder.
2.7 Bid division: One bid section.
2.8 Design compensation: The bidder shall bear all costs related to preparing and participating in the bidding, and the tenderer shall not make any design compensation for the unsuccessful bidder.
3. Bidder qualification requirements
3.1 Have an independent legal personality and a valid business license (All units in the joint body must provide)
3.2 The bidder must have the following two qualifications at the same time:
(1) Design Qualifications: Qualification of Grade B or above in Engineering Design Integrated Class A or Municipal Industry (Drainage Engineering);
(2) Construction Qualifications: Qualification (including) or above of general contracting for construction of municipal public works;
3.3 have an effective safety production license (only provided by the construction party);
3.4 The project is strictly implemented. The document of the Yujian Construction Office [2017] No. 14 stipulates that the construction enterprises outside the province must apply for the registration of enterprise information on the construction management enterprise information registration management system outside the province and pass the verification. The construction unit must bid for individual projects. After passing the review, the design company's corporate information disclosure must reflect the required qualifications of the project and have been registered for registration (provide screenshots of web pages that can effectively reflect the success of the filing and bear the official seal of the bidder);
3.5 Qualification requirements of the responsible person for the design: qualified senior engineer, professional for municipal engineering;
3.6 Qualification requirements of construction project managers: Qualified registered construction division (municipal and public engineering major) qualifications, and safety production assessment certificate (safety B certificate);
3.7 Finance and Credit Requirement: The bidder has not been ordered to suspend business for the past three years (2014, 2015, 2016) before the date of issuance of the tender announcement, and the property has not been taken over, frozen, bankrupted, and the official seal of the stamped company and legal representative have been issued. The signature of the person's signature (All units in the Federation must provide a letter of commitment).
3.8 During the 36 months prior to the bid opening date (including the date of bid opening), the bidder had not reported to the Ministry of Housing and Urban-Rural Construction Administration that the winner had won the bid, major project quality, and safety production accident within 36 months before the opening date of the bid. All units must meet and provide a commitment letter).
3.9 The bidder has not been subject to the administrative punishment imposed by the competent department of housing and urban and rural construction before the bid opening date (including the date of opening of bids) and has been restricted within the period of restriction; (All units in the Federation must meet and provide commitments. );
3.10 The bidder or the legal representative of the bidder or the person in charge of the proposal does not have the bribery records that can be found in the online system of the bribery crime files of the People's Procuratorate within 36 months before the date of opening the bid (including the date of bid opening); Must meet and provide a commitment letter);
3.11 This project accepts bidders to form a consortium bid:
(1) Independent legal person companies that do not possess the above design and construction qualifications at the same time may form a consortium to participate in bidding. When the bid opening is conducted, an effective consortium agreement shall be presented (designer provides design qualifications, construction party provides construction qualifications, and consortium takes the lead. The unit must be made up of units with construction qualifications);
(2) The consortium shall be led by the constructor as the leader of the consortium, and all members of the consortium shall participate in the bidding, negotiate and sign the contract with the bidder, and be responsible for the coordination of the entire contract implementation phase;
(3) Bidders' bid documents and construction contracts and design contracts signed after winning bids are legally binding on each member of the consortium;
(4) All consortium members shall be jointly and severally liable for the execution of the contract in accordance with the conditions of the contract.
The consortium leader's power of attorney, bid documents, and the construction and design contracts signed after winning the bid shall make corresponding statements on this;
(5) A copy of the consortium agreement between the Consortium members and a copy of the consortium leader's power of attorney shall be submitted together with the bid documents;
(6) Each member of a consortium shall not bid alone in its own name, nor may it participate in bids for consortia of two or more consortia simultaneously. Any violation will cancel the qualification of the members of the consortium and consortium;
(7) All parties to the consortium must have the ability to undertake the bidding project and meet the corresponding qualification conditions.
3.12 Before the bid opening meeting, the authorized client (proposed by the project to be a registered builder) must hold the consortium agreement (if any), the power of attorney, the ID card, and the registered construction certificate to attend the opening meeting and sign on site. Bid application units signing up according to regulations shall not participate in the bid opening meeting.
The above materials must be provided at the time of qualification examination (original construction contractor qualification certificate is only required to provide a copy of official seal).
4. Tender schedule
